Cardiff-by-the-Sea Specific Plan
MW Steele Group developed a vision plan and Specific Plan for the future development of Cardiff’s Business District. The Specific Plan reinforces the eclectic charm of Cardiff’s cherished downtown, while identifying key recommendations for stimulating and revitalizing the area, and providing standards and recommendations for design. For the City, the Specific Plan itself is considered the principal implementation tool for evaluating the acceptability of development.
Working with City staff, community groups, businesses and other key stakeholders, a plan was formulated that allows change to occur in a gradual, incremental manner; identifies districts with distinct character and reinforces them; creates new zones which allow a mix of uses; establishes development standards that allow an applicant choice; and creates a series of special design elements to respond to such specific conditions as alley treatment, gateways, and view corridors.
